Open letter to President Tinubu on operation no idle land, call on state of emergency on food security

OPEN LETTER TO THE PRESIDENT, THE FEDERAL REPUBLIC OF NIGERIA, ON OPERATION NO IDLE LAND: A CALL FOR A NATIONAL POLICY ON PRODUCTIVE LAND USE AND A STATE OF EMERGENCY FOR FOOD SECURITY 

Your Excellency,

I write with utmost respect and a deep sense of national responsibility to propose the urgent adoption of a transformative national initiative, Operation No Idle Land, alongside the declaration of a State of Emergency for Food Production.

Following my appointment as Vice President, Agriculture, of the Abuja Chamber of Commerce and Industry (ACCI) in December 2023, I have undertaken agricultural study and farm visits to the United States, Canada, Israel and several European countries. The agricultural innovation, mechanization, efficient land utilization and value-chain integration I witnessed were both impressive and instructive.

These experiences reinforced my conviction that Nigeria possesses the land, human resources and natural endowments to become one of the world’s leading agricultural economies. What is required is a deliberate and coordinated strategy to convert our agricultural potential into productivity, employment, food security and national prosperity.

THE CHALLENGE BEFORE NIGERIA 

Nigeria is endowed with vast arable land, favourable climatic conditions and a youthful population capable of driving a modern agricultural economy. Yet, significant portions of potentially productive land remain underutilized or completely idle.

At a time when millions of Nigerians seek employment and food prices remain a major concern, leaving productive land unused represents a serious missed economic opportunity. The challenge is not merely land availability, but its effective utilization, supported by finance, infrastructure, technology, markets, security and an enabling policy environment.

Nigeria therefore requires a bold and coordinated response that places productive land utilization at the center of its food security, employment and economic development strategy.

THE PROPOSAL: OPERATION NO IDLE LAND 

I respectfully propose Operation No Idle Land, a national framework designed to encourage and support the productive utilization of land capable of contributing to economic development.

The initiative should not be punitive. Rather, it should combine land-use planning, incentives, financing, infrastructure, technical support, investment and responsible enforcement.

Under the framework, landowners should be encouraged and supported to:

Put land to productive use through agriculture, agribusiness, agro-processing, industry or other approved economic activities;

Lease underutilized land to farmers, cooperatives, investors or companies capable of developing it productively;

Participate in organized schemes and cooperatives that aggregate land, capital, technology and market access; and

Subject to constitutional, statutory and due-process requirements, enable appropriate government action regarding persistently abandoned or unlawfully held land for clearly defined public purposes.

Any enforcement mechanism must protect legitimate property rights, guarantee due process and prevent abuse. The objective must remain productive utilization not indiscriminate confiscation.

A STATE OF EMERGENCY FOR FOOD PRODUCTION 

I further recommend the declaration of a State of Emergency for Food Production, supported by a clear, measurable and time-bound national action plan.

The intervention should mobilize the Federal, State and Local Governments, private investors, farmers, financial institutions, research institutions and development partners around a common objective: to increase domestic food production, strengthen food security and reduce vulnerability to supply shocks and excessive dependence on imports.

Priority areas should include affordable agricultural finance; irrigation and water management; mechanization; improved seeds, fertilizers and other inputs; extension services, training, research and technology; rural roads, storage and processing infrastructure; security for farming communities and investments; agricultural value chains and agro-processing clusters; sustainable market access; and greater private-sector participation.

LESSONS FROM SUCCESSFUL AGRICULTURAL ECONOMIES 

Nigeria need not replicate other countries, but valuable lessons can be drawn from successful agricultural economies.

The Netherlands demonstrates how innovation, research, technology, logistics and value-chain integration can drive highly productive agriculture despite limited land. Denmark offers lessons in cooperative farming, food processing, export development and farmer-to-market linkages, while Germany highlights the importance of spatial planning, infrastructure, research and strong links between agriculture, industry and manufacturing.

The lesson for Nigeria is clear: land alone does not create agricultural prosperity. Productive land, supported by technology, finance, infrastructure, knowledge, security and markets, does. 

IMPLEMENTATION FRAMEWORK 

For Operation No Idle Land to succeed, I respectfully propose the following pillars:

1. NationalLand Audit and Mapping 

Government should undertake a coordinated digital audit and mapping of agricultural and other economically productive lands in collaboration with State Governments and relevant institutions to identify underutilized land and guide investment and development planning.

2. LandBanks and Agricultural Clusters 

Suitable land should be aggregated into properly planned land banks and agricultural clusters where farmers, cooperatives, investors and agro-processors can operate within integrated ecosystems.

3. Incentivesfor Productive Land Use 

Landowners who voluntarily put their land into productive use should have access to finance, technical assistance, infrastructure support, market linkages and applicable tax incentives.

4. Youthand Women Participation 

The program should deliberately provide young Nigerians and women access to land, finance, technology, training and markets, making agriculture a viable and attractive enterprise.

5. Public-PrivatePartnerships 

Government should create an enabling environment for private investors, financial institutions, technology companies, agribusinesses and development partners to participate in large-scale food production and agro-processing.

6. Security,Monitoring and Accountability 

Farming communities, investments and supply routes must receive adequate security. A transparent monitoring system should establish measurable targets for hectares cultivated, food output, jobs created, investments attracted and reductions in post-harvest losses.

EXPECTED NATIONAL BENEFITS 

A successful Operation No Idle Land program could become a major driver of national economic transformation by:

Creating millions of jobs across farming, processing, logistics, storage and distribution;

Improving food security through increased domestic production;

Reducing food imports and conserving foreign exchange;

Stimulating rural development through infrastructure, investment and employment;

Strengthening national security by expanding economic opportunities, particularly for young people;

Promoting agro-industrialization through stronger links between production, processing and manufacturing; and

Increasing Nigeria’s export potential through competitive agricultural value chains.

A CALL FOR URGENT ACTION 

Your Excellency, Nigeria stands at a critical crossroads. We can continue to treat agriculture as a sector requiring periodic intervention, or reposition it as a strategic pillar of economic transformation, food security, employment generation and national stability.

Operation No Idle Land offers an opportunity to change the narrative from land abundance and food scarcity to productive land, increased food production, wealth creation and shared prosperity.

I, therefore, respectfully urge Your Excellency to convene a National Stakeholders’ Summit on Productive Land Use and Food Security, bringing together the Federal and State Governments, National Assembly, traditional institutions, farmers’ organizations, the organized private sector, financial institutions, research institutions, development partners and other relevant stakeholders.

The Abuja Chamber of Commerce and Industry, as a leading voice of the organized private sector in the Federal Capital Territory, remains committed to supporting initiatives that promote investment, enterprise development, food security and sustainable economic growth.

Your Excellency, the time to act is now. Nigeria cannot afford to have millions of hectares of potentially productive land lying idle while millions remain unemployed and households struggle with food affordability.

Let us turn idle land into productive assets, agricultural potential into economic power, and our youthful population into a productive workforce.

Operation No Idle Land can become a national call to action: every productive hectare should contribute to feeding Nigeria, employing Nigerians and strengthening the Nigerian economy.

I respectfully submit this proposal for Your Excellency’s consideration and look forward to further engagement with the Federal Government and relevant stakeholders on how this initiative can be developed into a practical, legally sound and economically sustainable national program.
