Bureau deploys Self Assessment Tool (SAT)to NELMCO for Effective Performance Monitoring Index.

The Director General ,Bureau of Public Service Reforms(BPSR) Mr Dasuki Arabi says its agency has deployed a Self Assessment Tool (SAT)to the Nigerian Electricity Liability Management Company(NELMCO) for effective performance monitoring index.
The D-G made this known during the presentation of various Institutional
Strengthening Tools to the Minister of Power Mal.Abubakar Aliyu In Abuja
The institutional strengthening tools were developed jointly developed by
BPSR ,NELMCO and Bratim Consultants.
Aluta news reports that to ensure the validity of the self-assessment, BPSR undertook a validated assessment of NELMCO where the agency substantiated every claim it had made during its own independent
assessment.
The D-G said the process involved the review of NELMCO’s several key non-
sensitive documents and an in-depth analysis of specific issues germane to the attainment of the mandate of the organization.
” After the validation session, BPSR invited its external Quality Assurance (QA) team to carry out a quality check of the results .
“And processes to ensure the
accuracy, validity, soundness and utility of the self-assessment results”,he said.
He said NELMCO an
agency under the Ministry of Power was the first to implement this new
directive.
He explained that the Self-
Assessment Tool was designed to establish baselines with the organisational strategic management approach from which reforms can be considered.
“As a strategic health check organisational tool, it will serve as an analysing tool which
will depict the weakness and strength of an organisation.
“Self-Assessment
involves an organization looking at how it does things,what it achieves and how It measures up against set criteria.
Arabi said it was one of the tools the present government was using
to measure efficiency and effectiveness of service delivery by MDAs.

Arabi said that at the end of the process, several recommendations were made which we felt if implemented will change the fortunes of NELMCO.
He said they were in line with the present administration’s Nine Priority Areas.
“Attaining energy sufficiency in power and petroleum products and expand transport and other infrastructural development”,he said.
“Following the recommendations and observation the team developed 10 Institutional Tools to further strengthen the operations of NELMCO.
The D-G said they were:Standard Operating Procedures; Human Resources Policy and Health, Safety and Environment Policy.
He listed others as Training Needs Assessment,Performance Management System and Stakeholders Engagement.
He said his team also had Perception Survey;Reward System, Competency Framework and Code of conduct
He congratulated the Minister, the Permanent Secretary and staff
of the Federal Ministry of Power for their pro-activeness in the deployment of
Self-Assessment Tool.
He said it would encourage other agencies to fasten the process of self-
Assessment as directed and replicate what has been done by NELMCO.
” It will be a delight on our part if the Main Ministry could pass through the Tool when this exercise is completed in Agencies under the Ministry of Power.
In his speech,the Managing Director of NELMCO Mr Adebayo Fagbemi thanked the bureau for its reforms for effective public service delivery.
He said for success and productivity in every organization to be achieved, there was the need for every MDA to measure its performance to ascertain its strengths as well as weaknesses.
“By so doing, it will help the organization know where to
improve and where to build on by making necessary adjustments”, he said.
In his remarks,the Minister of Power Mal Abubakar Aliyu commended the team for an accurate, effective delivery service.
The minister who was represented by the Permanent secretary, Mr Nebeolisa Anako encouraged team work and initialising reforms in the public service.
He said said the ministry would welcome all reforms to achieve proficiency and effectiveness in service delivery across every Parastatals.
He said it was in form with the directive by the
Secretary to the Government of the Federation (SGF).

the deployment of the Bureau of Public Service Reforms (BPSR) Self-
Assessment Tool (SAT) in all Federal Ministries, Departments and Agencies
(MDAs).
